For now, if you're interested in Webliographer, see the Demo Webliographer to play with adding links and topics, or check out this list of Webliographers hosted here to see what people have done with Webliographer. You can create your own Webliographer with your own set of topics if you like.
You can download the source code Downloads are available here, but you'll first need PHP and MySQLinstalled and running on your server. RedHat Linux 7.0 comes with both of these peices, so it's getting easier to install Webliographer. One day I'll make an RPM so that you can create your own webliographer easily.
